Position papers: Community-led just sustainability transition policies

 The four citizen position papers below present the voices of citizens in Stara Zagora (Bulgaria), Lusatia (Germany), Norrbotten (Sweden), and Katowice/Silesia (Poland), where the transition away from fossil fuels is already reshaping everyday life. The papers highlight how residents, often from groups least involved in formal policymaking, view the transition not just as an energy or economic challenge, but as a profound social transformation affecting work, services, and community wellbeing.


Developed through Regional Futures Literacy Labs (RFLLs), the papers show how inclusive deliberation enables people to articulate both concerns and aspirations, and to co-design recommendations that resonate with local realities. By contrasting these community perspectives with prevailing transition strategies, the papers identify where policy needs to
adjust in order to be fair, trusted, and effective.
